“Felipe also issued a statement that he was a criminal investigator in the authorities,” said Capitol police.

After he gave the police permission to search his car, police officers found BB guns, two bulletproof vests, some large magazines and other ammunition inside.

“I couldn’t find a real gun,” police said.

According to police, Felipe was charged with illegally possessing a large magazine and unregistered ammunition, and investigators said he was trying to find out why he parked near the Capitol.

A New York Police Department spokesperson told CNBC in an email when asked about Felipe that “individuals retired in 2018.”

“We are fully cooperating with the US Capitol investigation,” a spokesman said.
